Vice Chancellor Message

• Born in 1972 at Kolkata, India. Presently Vice Chancellor (Authorised Interim), Alipurduar University; Professor (elevated in July 2013) & former Head at Department of Law, and DEAN, Faculty of Arts, Commerce and Law; former Vice Chancellor (Authorised Interim), University of North Bengal, Siliguri, Darjeeling, West Bengal, India. I am having 24 years plus (TWENTYFOUR) years of teaching and research experience at under graduate, postgraduate and Ph. D. level in Law. Obtained LL.B. from Calcutta University, West Bengal, India, LL.M. from SB Pune University, Pune, Maharashtra, India and Ph.D. in Law from Burdwan Univesity, West Bengal, India (all are State Universities in India). UGC -NET qualified. Obtained special training on law teaching and legal research skills from U.K. and Human rights including human rights teaching at University level from France. As stated earlier, as of now, I have total teaching and research experience including research supervision and sponsored research of around 22 years. Awarded SIKSHA RATNA in 2020 for “Distinguished Service for the Cause of Education” by the Government of West Bengal, India. Completed 11 (eleven) sponsored research projects, authored 17(SEVENTEEN) books (single authorship, jointly and edited altogether), published 36 research papers and articles (totalling 53 publications) in peer reviewed referred journals having ISSN and books having ISBN. Produced 11 (ELEVEN) Ph.D. scholars who were already awarded Ph. D. in Law apart from number of scholars who are perusing Ph. D. under my guidance. Also involved in different academic and administrative activities and occupied large number of administrative positions at home university and other universities. Member of different statutory bodies and selection bodies of public and private universities, institutions and service commissions in India. Organised around 55 national, regional and international conferences, seminar, symposium etc. and participated and / or presented papers/ organised and participated in training programme in almost 60 number of programme (including international conferences within India and abroad, like 1 USA). Delivered around 75 special lecture along with chairing technical session in different national and international seminar and conferences. Three term Head of the Department of Law in home university who are engaged in imparting Under Graduate, Post Graduate and Ph.D. programme in Law. I had also served as Head of the Department of Management for 6 years and as founder Dy. Director of UGC HRDC in my University for almost 3 years, that is University of North Bengal, in addition to my regular assignment as professor and Head of the Department of Law. I have been the Dean, Faculty of Arts, Commerce and Law, University of North Bengal nearly for two and half years and subsequently discharged the responsibility as Vice Chancellor (authorised interim) of the same University for couple of months. Since 10 October 2023, I have been discharging the responsibility of Vice Chancellor (authorised interim) of Alipurduar University, West Bengal, India.

• Presently I am the Chief editor of Indian Journal of Law and Justice (UGC Care listed, internationally indexed- Hein Online, Scopus Indexed, EBSCO Accepted), a journal published from University of North Bengal, Chief editor of Indian Human Rights Law Review, published by R. Cambray and Company, Kolkata, India and Editor of India International Journal of Juridical Sciences, published from New Delhi, India (all are double blind peer reviewed referred journals having ISSN number). My publication and research areas are mainly on Human Rights, Refugee and Immigration Law, Public International Law, Constitutional Law including comparative Constitution, Administrative Law, International Environmental Law and Corporate Laws.
